How to Structure Employee Working Hours in Sri Lanka: Shifts, Overtime and Contract Terms
Employee working hours in Sri Lanka cannot be managed through a generic employment contract alone. You need to define actual working periods, shift patterns, rest arrangements and likely overtime scenarios, then ask a local labour professional to review whether they fit your industry, employee categories and employment model before aligning contracts, rosters and attendance procedures.
This often becomes difficult when a company is just starting operations. A client may require coverage across time zones, the office may need longer service hours, but the first hires may not yet have consistent attendance or overtime rules. The issue is usually not whether to use a roster. It is that business managers, HR, payroll and line supervisors may each understand the working arrangement differently. Rebuilding documents after payroll questions or employee concerns arise is usually more costly.
What working-hour arrangements do I need to define first?
Start by converting operational needs into roster information that people can actually follow, rather than writing only “normal working hours”. For each role, consider:
- The working days and service hours the role needs to cover;
- Whether there are fixed shifts, rotating shifts, night shifts or remote on-call arrangements;
- How much time is needed for shift handovers;
- How employee breaks, meal periods and weekly rest arrangements will be organised;
- Which situations may require additional work, such as urgent client support, stocktaking, equipment maintenance or project go-lives;
- Who may make temporary shift changes and how employees will acknowledge them;
- Who handles absence, lateness, missed clock-ins and attendance corrections.

How should shift rosters and employment contracts work together?
An employment contract explains the employment arrangement and core working rules between you and the employee. A shift roster applies those rules to specific dates, shifts and people. Neither document replaces the other.
Items commonly requiring review by a professional in light of the actual employment relationship include job duties, workplace, how working arrangements are described, salary components, treatment of overtime or additional work, rest arrangements, attendance requirements, and notice and change procedures. Can overtime be calculated only when payroll is processed?
It is not advisable to treat overtime as just a number on the month-end payroll sheet. For roles that may require extended hours, ad hoc overtime or support across shifts, you should create a connection between advance requests, supervisor confirmation, actual attendance and payroll treatment.
A reviewable process commonly includes: the employee or supervisor records the reason for additional work; a designated person confirms whether it is arranged; the attendance system or paper record shows actual working activity; payroll staff calculate amounts based on confirmed records; and exceptions are explained. For urgent work that cannot reasonably be anticipated, the process should also state who confirms it afterwards and when supporting records must be added.
Whether overtime may be arranged, which employees or roles are covered, and how related pay or time off is handled should not be decided solely through a headquarters template. Provide your role list, sample rosters and proposed contracts to the local labour professional you engage, and ask them to review the documents against current applicable requirements. What else should I prepare for shifts, night work and remote on-call duties?
For shift-based operations, the details most often missed are not the shift labels themselves. They are handovers, transport, safety and communication arrangements. If your team provides evening services, customer support, warehousing, on-site operations or cross-time-zone collaboration, record different situations separately in internal documents: active work, standby time, remote response and temporary call-backs. Avoid grouping arrangements with different characteristics under one label.
You should also clarify whether employees have a reliable channel for receiving roster notices; who approves temporary changes; how workplace management operates during night or remote-hour periods; how remote staff record actual work; and whether devices, networks and access to client data are controlled during handovers. These points may involve labour arrangements as well as information security and office management. HR, the business lead and a local professional adviser should review them together.
What information should attendance records retain?
The main question is not whether you have purchased a sophisticated system. It is whether records can be matched to the roster and payroll. Whether you use access control, mobile clock-ins, spreadsheets or third-party software, the records should identify the employee, date, shift, actual attendance, reason for any exception and approving person.
A monthly internal reconciliation is useful: confirm whether planned shifts on the roster match attendance; whether overtime requests have corresponding actual records; whether leave, shift changes and absences have completed approval; and whether relevant payroll items can be traced back to confirmed information. New companies in particular should avoid relying on supervisors to report hours verbally while finance compiles figures manually at month-end. This can quickly become unmanageable as headcount grows.
If the attendance system is centrally managed by an overseas headquarters, confirm before launch whether the local team can export required records, who has editing authority, and how original data will be retained if a record is disputed.
How do I know whether the contract and internal rules are ready to use?
Run a desktop exercise from roster to payroll. Select one fixed-shift role, one rotating-shift role and one role that may require ad hoc overtime. For each, simulate a working cycle: how the employee receives the roster, clocks in, requests a shift change or additional work, obtains supervisor confirmation, how HR compiles the information, and how payroll receives the supporting basis.
If a step can only be explained verbally, or different owners give different answers, the documents still need work. The following materials can be submitted to a local labour professional for review: a description of business activities, role list, sample rosters, draft employment contracts, attendance provisions in the employee handbook, overtime approval forms, leave and shift-change forms, and an explanation of payroll items.
Professional review fees will commonly vary depending on employee headcount, the complexity of roles and shifts, whether existing documents can be used, whether bilingual documentation is needed, and the number of revision rounds. When requesting a quotation, ask the provider to specify what is included in document review, policy drafting or amendment, communication rounds and follow-up support. This makes it easier to compare service scope rather than total price alone.
Who should own this work when the company has just been established?
The business lead explains client coverage and actual operational needs. HR or administration turns those needs into role descriptions, rosters and employee communications. Finance or payroll confirms that records can flow into payroll processing. The local labour professional provides advice on applicable requirements and reviews the documents.
