Your employee has been selected and the project is ready to begin, but the real question is often not simply, “How long does a work visa take?” The practical issue is whether the employer is ready, the employee’s documents are complete, further information is requested during the application, and what still needs to happen after arrival.

Do not treat the application submission date as the start of the timeline. Equally, do not treat an approval notification as the date when the employee can immediately take on site-based responsibilities. If your project has a defined start point, it is generally safer to work backwards from the date when the employee must perform their role on site, rather than booking a flight first and expecting the visa process to catch up.

Why there is no single answer to work visa timing

Many companies assume that an expatriate employee’s start date depends only on the processing speed of the relevant authority. In practice, approval is only one stage. If the employer’s documents and arrangements are not ready, the application may not be ready for submission. If travel, accommodation, workplace access and internal onboarding are not aligned afterwards, the employee may be able to enter Sri Lanka but still may not be ready to work according to the project schedule.

A common misunderstanding is: “Once the visa is approved, the employee can start work.” In reality, visa-related procedures, entry arrangements and internal onboarding need to connect properly. The cost of this misunderstanding is often more than a short delay. A project manager may have already scheduled the employee for client meetings, site delivery or important approval discussions, only to find close to the date that travel or document status is still uncertain.

The process can vary depending on the role, employing entity, industry activity, employee nationality and the employee’s document situation. Where a project involves a regulated industry, investment incentive arrangements or operations in a particular location, confirm early whether there are preliminary requirements connected to the expatriate arrangement. Do not apply dates taken from another company, another role or a past project without checking whether they fit your case.

Start by defining a clear project target: by what date must the employee be on site, and what tasks must they complete in their first week? Then break that target into several dependent stages.

The point of this table is not to force a fixed number of days into every row. It is to identify dependencies. For example, the employee’s name spelling, job title and other information should be consistent across employee documents and employer documents. The role responsibilities confirmed by the project team should also match the description in the submitted materials. Inconsistencies across documents often cause more rework than a slow approval process.

Dividing the expatriate plan into milestones that are either ready to progress or not yet ready to commit to is more useful than maintaining a single estimated date.

Gate 1: The role and employing entity are confirmed

Before collecting documents, confirm which Sri Lankan entity will act as employer, which project and location the employee will work on, whether the role requires a long-term on-site presence, and who will sign the relevant employment or secondment documents.

If company registration, an office lease, industry licensing or the project entity is still being adjusted, avoid committing to a definite employee start date. These items should be treated as dependencies for the visa plan, not as matters for HR to manage separately.

Do not begin scheduling simply because the employee has sent a passport copy. The HR team should maintain a document checklist and review whether names, dates of birth, job titles, education details or professional experience statements are consistent throughout. Documents requiring translation, certification, renewal or additional supporting evidence should be identified separately as risk items, with the employee confirming the earliest date they can provide them.

The goal is not to ask the employee for every possible document at once. It is to identify early which documents need extra work. The later such issues are discovered, the more likely they are to compress the time available for the application, travel arrangements and project handover.

At this stage, the employer, employee and appointed licensed professional adviser should have a common understanding of the document versions, submission route and responsibilities for future communication. It is helpful to appoint one internal coordinator to collect questions and control document versions. This reduces the risk of business managers, HR and employees sending different information to different parties.

Where the relevant authority or professional adviser requests additional information, record the question, responsible person, submission deadline and evidence of the response. Do not rely only on a verbal confirmation in a group chat that the matter has been handled. The project manager needs this information to assess whether the planned start date remains realistic.

Gate 4: Entry and first-week working conditions are ready

After receiving a progress notification, the project team should still confirm travel arrangements, accommodation, work equipment, building access, work email, site safety training and client-side access requirements. Whether the employee may enter Sri Lanka and when they may begin particular work activities should follow applicable entry, residence and work authorisation requirements, as well as the latest guidance from the relevant authorities.

Do not use the flight date as the “delivery-ready date” in the project resource plan. A more cautious approach is to allow buffer time for arrival, internal onboarding and site familiarisation, while preparing remote handover or local backup arrangements for critical roles.

How to maintain a practical start-date tracker

One row per expatriate employee can be enough, but the fields should reflect real risks. In addition to the employee’s name and target start date, include at least: role, employing entity, document completion status, outstanding documents, current application stage, date of the latest communication, next responsible person, expected travel readiness, first-week work preparation status, and whether the case affects the project critical path.

Use statuses such as “progressing normally,” “at risk” and “commitment on hold,” rather than marking every case as “in progress.” When documents remain incomplete, the employing entity has not been confirmed, or the relevant authority has raised questions requiring a response, the project manager should see the risk rather than an unsupported estimated date.

If you need to report to headquarters, list the “target start date” and the “currently supportable start date” separately. The first reflects a business requirement. The second depends on conditions that have actually been completed. The gap between them is the part that may require management to coordinate resources.

Visa categories, document formats, employer conditions, submission routes and post-entry arrangements may change. Companies should confirm the current requirements applicable to the employee and role with the Sri Lankan immigration authority and their appointed licensed immigration professional adviser.
